Report to the Operations Director representing Coastal Community of Care (CoC) at the Regional Surgical Executive Council (RSEC), but embedded into the surgical leadership teams at each site within the Coastal CoC. The Manager, Surgical Scheduling and Optimization will be responsible for operating room (OR) scheduling and allocation, optimization of OR time and efficiency (including augment strategies), analysis and reporting of surgical data, while ensuring alignment to Ministry of Health waitlist management policies and priorities across the continuum.
The Manager is responsible for supporting and coordinating business and operational process improvement for the Surgical Programs at Lions Gate, Squamish, Sechelt and Powell River Hospitals. The position leads the integration of Surgical Program with Health Information Management (HIM), IMITS (i.e. CERNER, ORMIS, Surgical Patient Registry), Finance, Decision Support, and other information sources for strategic planning, process improvement and requirements of ongoing operations. The position represents the CoC at Provincial Data Quality meetings, Provincial Data project/working groups, IMITS working groups, and VCH’s Regional Surgical Council (RSEC) subcommittees.
As a Manager, Surgical Scheduling and Optimization, Coastal Community of Care with Vancouver Coastal Health you will:
- Manage OR schedules at Lions Gate Hospital, Squamish General Hospital, Sechelt Hospital, and Powell River General Hospital.
- Oversee allocation and reallocation of OR time to maximize utilization and efficiency.
- Manage the LGH OR Booking Team in a direct capacity and supervises the OR scheduling work of the booking clerks at SGH, SH, and PRGH.
- Provide surgical data analysis to support decision-making, reporting, and augment strategies.
- Ensure alignment across Coastal CoC to MoH priorities and regional initiatives.
- Streamline regional work by understanding the operations at each surgical site within the Coastal CoC.
- Support surgical leadership teams with OR improvement and augment strategies.
- Maintain transparent and effective communication between the surgical program and providers/MOAs.
- Oversee SPR error correction and waitlist cleanup processes at the site-level to ensure accurate reporting to the Ministry of Health.
- Participate as key member in the surgical services strategic, operational and human resource planning initiatives.
- Lead the team of surgical services managers in regular reviews/monitoring performance vs. budget plans, suggests addressing the variances and making recommendations for efficiency and optimization.
- Provide supervision, leadership and guidance of designated staff using effective management techniques such as coaching, mentoring, skill development, and addresses performance management issues, and implements disciplinary action up to and including termination.
- Analyze data and support the Program Managers with recommendations for capital, operating and staffing budgets for the Department of Surgery and its divisions.
- Develop and provide education and training to leaders to improve their understanding of surgical strategy, data reporting, volume activity and new initiatives.
- Act as CoC primary surgery contact for services provided by HIM, Finance, Decision Support, and other providers of benchmarking information and primary contact in the development of various systems to collect and analyze data; ensures all surgical reporting, data collection, and financial tracking requirements (ie. Ministry of Health waitlist performance) across the CoC are met.
- Liaise and coordinate with other health authorities (VCHA, PHSA, FHA, VIHA, NH) and other healthcare organizations in the areas of surgical planning, forecasting, performance measures and data quality.
- Assist the Director(s) in identifying strategic issues and directions for clinical and support programs in collaboration with the SLT, RSEC and program leadership through methods such as managing and distributing timely information, assessing trends, gathering information, consulting with associated stakeholders, identifying issues that impact strategic direction, incorporating and recommending changes in activities to ensure consistency with the mission, values, and strategic goals of the organization.
- Participate in a proactive strategy of delivering a comprehensive case costing system, including supporting program managers with relevant financial information in order to support decision making relating to opportunities for improved resource utilization.
- Participate in quality improvement and utilization management.
- Coordinate the submissions and analysis of surgical quality indicators for Coastal CoC Balanced Scorecard, RSEC’s Surgical Indicators and Coastal Senior Leadership Team.
- Maintain an awareness of current surgical trends and issues through literature review, contact with peers at other organizations, attendance at Conferences, Seminars, and Educational programs.
- Enhance the urban-rural-remote network of the surgery program.
- Perform other related duties as assigned.

Education & Experience
- Master’s in Health Administration, Business Administration or other related field.
- Five (5) years’ recent, related experience in a health care environment, or an equivalent combination of education, training and experience.
- Additional Training/Experience in strategic planning, analysis and system implementation within a complex multi-site health care environment.

- Demonstrated ability to effectively communicate with staff at all levels in the organization, both verbally and in writing.

- Demonstrated skills in report writing and preparation of business case proposals with the ability to present recommendations at a senior level.
- Ability to apply decision making and analytical skills to support the operations of a large organization.
- Ability to implement and evaluate systems changes across multiple sites.
- Ability to creatively problem solve with a global perspective in order to incorporate the organization’s systems and strategies when developing solutions.
- Ability to operate related equipment including current and relevant computer applications.
